A LETTER FROM THE PRESIDENT

Hello Neighbors,

As we head into August the Board will be focusing on the 2021 budget and election for the annual meeting in October. We expect no changes in dues in 2021. We are in good shape with the budget and have done a fair job replenishing the Reserve Account . We are hoping to hold the annual meeting in person but are holding off given the current restrictions on meeting size and social distancing. It will be a virtual meeting if the current situation doesn't change.

Two other items I want to bring to your attention that the board has not had to deal with previously have come up this month.

First is access at the tennis courts. In my 23 years on the board this has never needed our attention. There were some years (Usually every 4-5 years)we struggled to justify spending $10,000 plus on maintaining and preserving the court surface when there was very low usage at the courts. At one point 5 years ago the board agreed to allow officers from the Naval Academy to give private lessons and clinics at the courts in the hope that it would spur more usage of the courts. That has not been an issue since it started until this past month. We have had two complaints about not being able access the courts because there were private clinics being held.

Since this is not spelled out clearly in the Bylaws the Board wants to make clear that all residents in good standing (dues paid and current) have first access to the availability at the courts. To manage this we ask that if you do want to play on the courts please register at the sign up sheet for Tennis Courts. Once you are registered you will be sent a link to the app for scheduling. We are going to try this for 30 days then see if we need to adjust this policy.

The second issue is the use of private golf carts on public roads in the community. Again this has never come up before and is not addressed in the Bylaws. So for now the only guidance we could find is the following:

As a reminder Maryland currently follows the rules and guidelines in place by the federal government. As a result, if you have a golf cart you need to upgrade your cart to make it road-ready for many different situations. These include adding headlights, taillights, turn signals, parking brakes, reflex reflectors, rearview mirrors, windshields, seat belts, stop lights, and getting a vehicle identification number or VIN for your cart. All riders of low-speed vehicles (but not golf carts) also need a valid driver’s license. People without one cannot drive a cart but can ride on one driven by a person with a license. All low-speed vehicles must also be insured and licensed after getting registered. Before you do this, though, you need to get a VIN for your cart at a local DMV office near you. At this point, a DMV official will check your cart’s safety upgrades. Once they are satisfied that you have met these requirements, they will give you a VIN.The Board will seek further input on how to address this moving forward.

Treasurers Report Ending July 31, 2020

The attached spreadsheet provides the account balances, income and expenditures for the month of June as well as year to date. We are currently 58.33% (7 months out of 12) of the way through the year, so you can compare where we are in any category against that figure. However, keep in mind there are several categories that don’t typically see any expenditures until later in the year (i.e., Annual Mtg. Cost and Ballots, Accounting Services, P.O. Box, County Taxes, and Tax Returns).

With regard to income, we are very much on track, despite COVID-19. We have collected 101.16% of our budgeted 2020 HOA Dues. Remember however, we set the dues collection at 87% of total owed, based on prior history. We have not however collected any late fees, as budgeted. We did however, collect $380 in prior year’s dues last month, likely collected at settlements on sales. The board voted to suspend late fees for the time being, due to the economic hardships many may be feeling as a result of the pandemic. So, we are overall currently at 97.49% of expected revenue.

There are currently 94 households in arrears on 2020 dues. Of those 52 are also in arrears for prior years dues and fees. The highest amount in arrears, over and above just the 2020 amount, is $1,045.00 and the lowest is $206.76. There are an additional 21 households that owe and amount less than $150, ranging from $145.86 to $15.00.

All total the amount outstanding for 2020 and all prior years is now $26,540.12.

I would also like to report that our taxes have been filed and the Post Office Box has been renewed for another year.
