A LETTER FROM THE PRESIDENT

Hello neighbors,

Needless to say we are in uncharted territory with the COVID-19 crisis. The news seems to get worse everyday. We will get through this. This is going to take longer than expected so take it a day at a time. Please continue to maintain social distancing guidelines. This make a significant difference.  I have worked in healthcare for decades mostly on the data analytics side and honestly what scares me most that 70+% of patients who are COVID positive have minor or no symptoms. They are the wildcard that makes this so dangerous spreading it to high risk patients. So please keep your distance and listen to state and county officials with updates.

I have been getting emails or phone calls several times this month from the Office of Community Engagement and Constituent Service (CECS) https://www.aacounty.org/departments/county-executive/constituent-services/ asking if there is anything the community needed. I think for now we are in good shape. One thing they have suggested that other communities are doing is coordinate efforts to help residents in need of food or prescription picks. More often now grocery delivery services are booked solid. This would involve providing cooked meals, store runs or transportation to those who need it.  We are going to set up a link on our website bayhillsonline.com for residents to volunteer or ask for help. 

We hopefully will have this set up next week and will notify everyone by email when it is ready.

Here are some community items that are affected by this:

This month board meeting it will be virtual meeting next Monday the 6th at 7:30 pm.  If you want to join us please email me and I will add you to the invitation list.

Community dues - Annual dues were to be paid by April 1st. To date 492 of 604 have paid. Thank you. I have received emails from several residents asking for an extension. We understand given the current economic state that there be others with the same concerns. Please email me and we will be happy to work something out. I have asked our vendor Procom to delay sending out collection letters and charging late fees. The board will vote on Monday about the length of extension. If you haven't paid  yet and need more information go to this link.

Closure of courts and playground - We decided on Monday to close all our courts and playground. There were issues with people exceeding the 10 person limits on gatherings at the basketball courts. We were also concerned about keeping the playground equipment sanitary.  The county asked all communities to close facilities later in the week. They will reopen then when the county give the all clear.

 Pedestrian Rights and Rules - More residents are walking the community road to exercise with our lockdown restrictions. Most folks may not know that you're supposed to walk toward traffic. I asked our Treasurer and retired County Fire Chief Bob Ray to update us so we are all safer. See Bob's message below!

Car vandalism - Several cars were broken into over the weekend. More people are home and bored or struggling with other issues so please be diligent.   Lock your cars or if there is nothing in them then unlocked. Over the holidays someone broke one of our car windows to grab and empty wallet. The repair tech told us the best way to prevent this happening again is to leave it unlock if nothing valuable is inside.

PEDESTRIAN RIGHTS AND RULES


In these times of COVID-19 we are seeing a large increase in pedestrian traffic throughout the community. In an effort to ensure everyone’s safety please keep a couple of things in mind. First and foremost, walk on the correct side of the road, facing traffic. Not only is safer to walk facing traffic, it is also the law. When walking facing traffic you can make eye contact with the driver and be sure they see you. With your back to the vehicles you have no idea if they see you or are even paying attention. Despite the fact that driving while on a hand-held device, or texting, is illegal I still see many people doing just that. Below is the applicable section of the Maryland Transportation Code:

TITLE 21 - VEHICLE LAWS - RULES OF THE ROAD
Subtitle 5 - Pedestrians' Rights and Rules
Section 21-506 - Pedestrians on roadways.

§ 21-506. Pedestrians on roadways. 

(a)  Where sidewalks provided.- Where a sidewalk is provided, a pedestrian may not walk along and on an adjacent roadway. 

(b)  Where sidewalks not provided.- Where a sidewalk is not provided, a pedestrian who walks along and on a highway may walk only on the left shoulder, if practicable, or on the left side of the roadway, as near as practicable to the edge of the roadway, facing any traffic that might approach from the opposite direction. 
 

[An. Code 1957, art. 661/2, § 11-506; 1977, ch. 14, § 2.] 


 

Bicycles are considered vehicles and must obey all traffic laws. If you are riding a bike you need to do so on the same side of the road as the cars. In addition, you are required to obey all traffic laws (e.g. speed limits, stop signs, pedestrian crosswalks, etc.).


 

Another reminder is that the Bay Hills Golf Course is a privately-owned facility, not a public access part of the community. If you are walking on the golf course property you are trespassing. The golf course has signs posted in many locations and if you get hit by a golf ball or otherwise injured while walking on the course you are on your own.
